Briefly about the changes

After 1 April 2023, companies' access to hiring employees has become somewhat limited, in that there will be no general opportunity to hire from a staffing agency to carry out work of a so-called "temporary nature".

Companies that have a collective agreement with a trade union with the right to propose may enter into an agreement with shop stewards on time-limited hiring beyond the limitations laid down in the legislation, if certain conditions are met.

It is only when it concerns hiring from staffing companies for construction work on construction sites in Oslo, Viken and formerly Vestfold that an absolute ban is introduced from 01.04.23, with transitional rules.

It is still allowed to hire from staffing agencies

There are no changes to the possibilities for hiring workers in connection with substitutes, for example in the event of illness or holiday termination where one absence replaces the other.

It can be difficult to find the most qualified candidate to fit into your company at short notice. It is then possible to hire from a staffing agency while waiting for the right candidate to be hired, or while waiting for a new employee to take up the position. It must be a reality that you are trying to hire someone in the vacant position.

If there is a need for specialist expertise that the company does not possess internally today, you can also hire this for a limited period of time. For example, a project manager who will implement a CRM system, intranet or similar. The same can of course also apply within subject areas such as marketing, finance, HR, sales, etc.
